What is the VPSC?

The VPSC term is the electricity rate that replaces the LRT starting on April 1, 2014 according to Royal Decree 216/2014 of March 28th.

The Government establishes certain measures on the electricity price to be billed by the reference marketing companies, and a new method to calculate the electricity price to be billed to each customer.

What is the VPSC with fixed annual price?

It is a price set by Reference Reseller Companies and you can find out what it is beforehand. Once contracted it is fixed for 12 months. This price may be more expensive but you know the price you are paying, so changes in your bill will depend only on how much you use. Once the 12 months are up, the price may vary, and in order to renew you must expressly request it once again.

The Fixed Price for all Reference Marketing Companies is published on the National Commission of Markets and Competition website.

This modality thus means that:

Contracting is more complicated.
Renewing is more complex.
You have to keep the Fixed Price you choose for at least one year. You may be penalised if you ask to unsubscribe before the end of the year.
You cannot take out additional products or services during that year.

Who can benefit from the VPSC?

Customers with an electricity contract in a Reference Marketing Company.
Customers with contracted power less than or equal to 10kW.
Customers with the Rate subsidy.
Customers with contracted power over 10 kW (not entitled to LRT), who do not have a contract with a Marketing Company in Open Market.

When do the new pricing formulas established by the Government go into effect?

On 1 April 2014. For customers paying the VPSC (formerly LRT) a “transitory” period from April to June 2014 is established. During this period, bills will be issued with the price set by the government for the first quarter of 2014.

From 1 July 2014 the new price model will appear on the bill.

How are the new price methods established by the Government being communicated?

How is the PVPC calculated?

The RD 216/2014 establishes a new method for calculating the price of electricity on the VPSC. This price is calculated daily by the Spanish Electricity Grid (in Spanish, REE), based on:
- The energy prices per hour on the market.
- Applying the average consumer profile.

That is to say, the real daily market price and not a quarterly price, such as was done before. However, it must be taken into account that the prices vary on the daily energy market, which means that with this new calculation method these variations will be reflected in a different final price on each electricity bill.

What is the “average consumer profile”?

It is a consumption model or pattern used by Red Eléctrica de España (REE) to calculate the price of electricity in the PVPC (Voluntary Price for the Small Consumer) (what used to be called the Last Resort Tariff or TUR).
It corresponds to the distribution of customer consumption throughout the day.

I'm a VPSC customer (formerly LRT), do I need to do something to receive this new rate?

You don't need to do anything. All customers who had LRT will automatically pass to VPSC.

Can I sign up for the time restriction rate with the VPSC rate?

Yes. In the case of rate discrimination the average consumer profile will be used, applied to this rate's different timeslots. It will be applied to both peak (highest electricity price) and off-peak (lowest electricity price) hours.

How do the new regulations related to the VPSC rate affect me if I have the Rate Subsidy?

The electricity price in your case would be the Voluntary Price for Small Consumers (V) with a 25% discount.

How do the new regulations regarding the VPSC rate affect me if I'm signed up for an open market rate?

You won't be affected. Open Market customers will continue to receive their bills every two months (bi-monthly) using actual readings, just as has been done up to the present date.

How do the new regulations related to the VPSC rate affect me if I have a contracted capacity above 10kW in a Reference Reseller Company?

The price of electricity in your case will be the VPSC plus the corresponding tolls (distribution network costs) both increased by 20%.

What is the Fixed Price of the Regulated Market?

It is a price set by Reference Reseller Companies and you can find out what it is beforehand. Once contracted it is fixed for 12 months.

This price may be more expensive but you know the price you are paying, so changes in your bill will depend only on how much you use.

After the 12-month period the price may vary and to renew it you need to apply for it again. The Fixed Price of all Reference Reseller Companies is posted on the National Commission of Markets and Competition website.

Thus this option means:

Contracting is more complicated.
Renewing is more complex.
You have to keep the Fixed Price you choose for at least one year. You may be penalised if you ask to unsubscribe before the end of the year.
You cannot take out additional products or services during that year.

Is the “Fixed Price” a flat rate?

No. With the “Fixed Price” you know the price you will pay beforehand but you do not have unlimited consumption. The cost of your bill will depend on your level of use.

Between the VPSC (formerly LRT) and the “Fixed Price”, which is the better price?

You cannot immediately learn which option is financially most advantageous as with PVPC you only know the price when you are billed and it will be different in each bill.

With the “Fixed Price” you know the price you will pay beforehand so changes in your bill will depend only on how much you use. However, bear in mind that this option also means:

Contracting is more complicated.
Renewing is more complex.
You have to keep the Fixed Price you choose for at least one year. You may be penalised if you ask to unsubscribe before the end of the year.
You cannot take out additional products or services during that year.

I am a VPSC (formerly LRT) customer, apart from the "fixed price" is there another way to avoid these changes in prices?

Is the Open Market product cheaper than the PVPC (former TUR)?

It is impossible to know the price of the VPSC in advance. The VPSC changes every hour and its variations depend on uncontrollable factors such as the weather and electricity demand. Therefore, the final amount of your bill may be subject to significant variations that only depend on your consumption level.

Is it better to contract an Open Market product compared to a “Fixed Price” product?

I have the Voluntary Price for Small Consumers (VPSC - Formerly LRT). Is it in my interest to switch?

Yes, it's in your interest to switch. With the ONE Rate you have an indefinite discount on the fixed charge. The ONE Rate price is lower, and you will also avoid possible market variations in the VPSC price.

I have a contract with a Reference Reseller Company and I have a Remotely Managed Meter installed, does the legislation related to VPSC affect me?

Remember that having a Remotely Managed Meter does not mean it can be read remotely. Remote management, which includes “remote metering”, will be gradually brought in and will be available for all customers by the end of 2018.
The majority of Reference Reseller Company customers with a Remotely Managed Meter, who also have remote reading activated, will begin to receive monthly bills with real readings starting in February 2014. Learn more about monthly VPSC billing.

Do the new regulations regarding the VPSC rate affect the billing period?

The billing period will not be modified at all.

I have a contract with a Reference Reseller Company and I have been sent a letter informing me of the change to monthly billing. Can I continue to receive my bill every 2 months?

In compliance with Royal Decree 1718/2012 of December 28, all customers with the regulated rate and with Remotely Managed Meters installed and the remote reading system activated will be billed monthly with real readings.

If you wish to continue with bi-monthly billing (every two months) you can choose one of our Open Market products. In this way, in addition to continuing with bi-monthly billing, you'll avoid the variations of VPSC (formerly LRT) and you can enjoy great discounts.

What does billing based on real readings refer to?

Billing based on real readings means that your Marketing Company is going to bill your electrical consumption based on what you have used according to the actual reading on your supply meter. For its part, the Distributing company is responsible for recording the meter reading.

With the entry into force of this new law, will I always be billed based on actual readings?

Yes, unless the meter is not accessible for reading. In this case the Distributing Company will leave a notice in your home giving you the contact methods to provide the reading. This will avoid accumulation of your home's electricity consumption, which can lead to higher than normal bills.

The Distributing company is responsible for recording the meter reading.

If a reading is not possible, your Distributing Company may estimate consumption based upon the in-force legislation.

The letter I received says that I can agree on monthly billing with the Reseller Company, what do I need to do?

Firstly, please note that bills are issued every two months based on actual readings, which enables you to check and control your actual consumption without being subject to estimations.
Monthly reading is carried out by inter-calculating real readings with estimated ones. Estimations are made based upon the customer's consumption history, and it is quite possible that they are exact; any variation up or down will thus need to be regularized afterwards.
Additionally, two-monthly billing with an actual reading enables you to defer payment of your consumption an additional month.
Be informed however that this service - re-activation of the monthly bill - will be available beginning in July 2013 for customers with a Remotely Managed Meter who also have remote system reading activated. Learn More.

In the letter I received says that I can agree on a Fixed Quota with the Reseller Company. What is this and what do I need to do?

According to RD 1718/2012, in order to access this service an express agreement between the customer and the Reseller Company is necessary.

One that records the grid power consumption, which must be installed on the “Boundary point”.
And another that records the net energy produced by the photovoltaic installation, which has to be installed at the beginning of the generation circuit.

However, the location of the meters shall be carried out pursuant to the regulations and instructions of the Electrical Distribution Company.

Who does the billing per hour system affect?

Customers that:

Have a smart meter installed integrated into the remote management systems.
That have a contract with an Authorised Distributer, i.e., that have a Voluntary Price for Small Consumers (VPSC ) or LRT (Last Resort Tariff) with Social Rate.
And with a contracted power lower or equivalent to 10 kW.
